ok - so it's not a great photo - but it is kinda hilarious. It is basically a warning to the students at a local girl's junior college that there is a pervert (chikan) in the 'hood. Not so much a lower crime rate than western countries as a specialist in certain areas.
Notice the school girls in the upper left - and the peeping tom image of the photograper is creepy too.
